Add Runtime tests to the Nautobot helm chart

Helm provides a testing framework. We should utilize this functionality more thoroughly than we do today. I'm open for ideas on more specifics here.

One test to include for sure would be to add a git repo and sync it or run a basic job to make sure celery is correctly picking up tasks
