Ability to evict cluster leaders without lame-duck

This could help in some upgrade scenarios where we need to evict all leaders from a specific node without breaking the client connections.

the same eviction for peer-remove so that assets migrate from that node to another one would also be really useful (when having 5 replicas for example)
