Add `operator` config as in the NATS Server

Make these consistent. Current NATS Account Server:

operatorjwtpath: "./nsc/accounts/nats/KO/KO.jwt"
systemaccountjwtpath: "./nsc/accounts/nats/KO/accounts/SYS/SYS.jwt"

In NATS Server:

operator: eyJ0eXAiOiJqd3QiLCJhbGciOiJlZDI1NTE5In0.eyJqdGkiOiJI...
