nets-server-config-reloader image is amd64 only

The other components of nats seem to support arm64 and amd64 as well as others, but as I'm trying to use nats for Mayastor, this is blocking.

I've cheated and locked it down to an amd64 node for now, but that isn't really what I want as I only have one of those in the cluster for just such an emergency.
