Enhancement: Save options in $HOME or %USERPROFILE% as .qrc

Like .digrc with dig, I would like to have the ability to always have certain options passed to q (like /stats or +stats). I could still override by adding +nostats to the command line when executing.

For Windows cmd, the closest I can get to this is doskey q=q +stats $*, but it isn't persisted easily.
