Allow setting cost for direct BGP sessions

For iBGP sessions without an IGP metric to nexthop, a cost can be set manually in bird. It would be nice to have an option in pathvector to specify that. Currently it can't even be done with session-global because it's per-channel.

Happy to review a PR for this. Sounds like a channel-global option would also be useful, even shared between all channel families.
