Choose "manually select settings" which opens the dialog of all the categories.

The page is not scrollable, but is a dialog like 2000px tall. You must resize your window to be that tall to find the Record button at the bottom. screenshot from 2015-04-27 15 27 20

I think this is fixed in ToT... if your deps is bd416ea61d3632b93796eba2134fe03185e9e63e or newer for trace-viewer then this should go away
