Add support for Remote Sensing Systems (RSS) HTTP data access

Remote Sensing Systems provides an HTTP server enabling data access to a wide variety of satellite microwave radiometers, scatterometers, and sounders.

As we've done with OceanColor Web, we could provide a Class for interaction with RSS.
