Document the plan format, and how to incorporate plans for non VIPER users
Is your feature request related to a problem? Please describe. Open MCT supports the specification of plans, and also a timeline view that incorporates plans and telemetry displays. Although this functionality is available, there is very little information for users on how to use plans and time views in their Open MCT deployment
Describe the solution you'd like
A README.md file should be created in src/plugins/plan that describes the plan JSON file format, explains how to upload plans manually, and how to optionally use Couch as a plan repository.
Documentation on the time strip plugin would also be useful (I think that's the root object for plans, telemetry etc). A working example of creating a custom plugin to integrate with the timeline would be even better.
