A debug script should be available to report image statistics for a specified image topic

I'll take a crack at this. The resulting script will also be copied into the astrobee_ops repo for deployment on the ISS prior to the next FSW release.

script on the ops repo. Dor fsw release I think the script/debug might not be on the install list, that something to make sure of :)

Thanks for testing and iterating!

I think we should merge the debug script into this repo to make it accessible as open source, and after it makes it into a release, eventually nuke the redundant copy from astrobee_ops. But no rush. Maybe after ISAAC11.
