Changed imu aug publish rate to 62.5

Simple change to publish IMU aug messages at 62.5Hz instead of 100Hz.

I'll test this first thing tomorrow to make sure the 62.5Hz is constant during a granite square run

It was tested but I think it didn't improve controller functionality (or maybe we found another reason for the controller having issues). @marinagmoreira might have some more insight.

yeah it made it worse :/ the rate of the controller dropped to less than 40Hz
