Cmr-8665: Adding dynamic generic docs

This adds generic documentation based on what markdowns are supplied under the schema/generic/version. The search.md and ingest.md files will be appended to the api docs if they exist otherwise empty strings will be added. The table of contents is dynamically built using an html template under the common-lib/recources.
