Sensor flag fixes

Various fixes as we started building v2 mosaics:

  • New way to merge multi-EPSG mosaics: take values that correspond to the maximum count0 overall
  • sensor_flag attribute, encoding changes: reverse 0s and 1s
  • Add command-line option to use valid v[xy]_error_slow in place of v[xy]_error values when creating composites (used to create RGI05A and RGI19A mosaics)
