Fix Beast target

When you fuzz the Beast target for too long, it starts hogging a core. I should probably figure this out.

Actually, it will hog all cores. This is pretty bad, and happens even when you're not fuzzing the Beast target.

https://github.com/narfindustries/http-garden/commit/babcf76a9663dcdcc708a40aee597a18cc77db18 does not fix this.
