Create a settings page

We need to create a settings page for users to enable the opt-in, popup notification feature.

On the settings page, users should have the option of choosing either:

• the traditional icon coloring notification
• the new popup notification

Furthermore, we might want to include a diagram for each option, showing what it would look like for the user. We haven't finalized the design of the new popup notification feature yet, so we can include a dummy picture for now.
