Check `Reset scroll` action behavior and if it should be renamed or removed

While checking #7210 was noticed that it is not clear what the Reset scroll action does (https://github.com/napari/napari/issues/7210#issuecomment-2320039034). Some ideas were discussed about the behavior the action provides (https://github.com/napari/napari/issues/7210#issuecomment-2321614705) but further exploration to decide if the action description should be changed or if it should removed needs to be done
