compare vm creation time for local hyper-v vs emulated qemu

i'm sure qemu is much faster to create the image but if we could just replace qemu with hyper-v when running in wsl2 we should do that instead (assuming it can be close to as fast) as we'll get as massive runtime perf boost and the image will be ready for prod-use
