Add analyser to warn about app.config in projects
When there are issues with the build pipeline, certain nugets can fall behind. This can cause an "app.config" file, which nF does not support (with side effects including being unable to build a lib, or the build not working as expected). The extension should recognise that the file exists, and if so, warn the user.
