Add Configuration change history section

On the Configuration page https://docs.nano.org/running-a-node/configuration/ add a section, likely a collapsed box to keep it from overwhelming the page, for capturing configuration changes over time. This is needed because it can be hard to see what has changed between versions for node operators, so providing a summary can be helpful. This may be table with previous version, previous value/behavior, new version, new value/behavior - maybe only changes to existing only, not include new values?
