NLSR always load first matches face (use remote uri) when only use ether to communicate.

I have set all neighbour's face-uri to ether://[01:00:5e:00:17:aa] which is the multicast address set in nfd's configure file.

NLSR does not support multicast faces yet, https://redmine.named-data.net/issues/4389
