Document testing on Windows

I realize that this could be argued to be a PEBKAC error, but there's no documentation for how to test whether ncdns is working on Windows. nslookup is (I assume) the command that would be used, but I failed to find documentation for how to use nonstandard DNS server ports with nslookup anywhere on the Internet (I looked for about 15 minutes). A simple command to copy/paste would be very nice to have documented.

Since we now bundle q.exe with the Windows installer, I think using q.exe is the most straightforward way to do this. Something like:

q -port 5391 @127.0.0.1 bluishcoder.bit

(I typed that from memory, I might have gotten some details wrong.)
