Clarify that on-chain TLS incurs higher transaction fees

Dot-Bit-enabled HTTPS is free for website owners.
This isn't necessarily completely accurate. TLSA records that are stored in DNSSEC are gratis as far as Namecoin is concerned, but the DS records used to authenticate the TLSA records will incur higher transaction fees than would exist with only NS records. (Also, DNSSEC hosting probably isn't gratis, although that is arguably outside the scope of Namecoin.) On-chain TLSA records (which, incidentally, are the only ones that are supported by mainstream browsers) will also incur higher transaction fees than if only A/AAA records were stored on-chain.
In practice, the transaction fees associated with TLSA records are pretty low right now. But it's still important to be transparent about the fact that those fees do exist.
