Wiki Transfer: Messaging System

A wiki article on "Messaging System" exists; we should move the good parts to the Jekyll site and burn the Mostly Unsourced Bullshit (TM).

I have no clue why anyone thought this spec would be a good idea, but it does seem useful for historical purposes. I'm fine with moving it to Jekyll with a historical note.
