A wiki article on "Floating Price Proposal" exists; we should move the good parts to the Jekyll site and burn the Mostly Unsourced Bullshit (TM).

Has historical value; I'd be fine with moving it to Jekyll with a disclaimer so that people don't mistake it for a current proposal.
