Add fee control options to name_new/firstupdate/update

Is your feature request related to a problem? Please describe.

The send RPC method supports fee control via the conf_target, estimate_mode, and fee_rate parameters. These are not available to name transactions via name_new, name_firstupdate, and name_update, which is unfortunate.

Describe the solution you'd like

Add these three fields to the options parameter in the three name methods, so that name transactions have feature parity with currency transactions.
