ncdns misdetects Electrum-NMC's NXDOMAIN as SERVFAIL

When looking up a nonexistent domain with ncdns (connected to Namecoin Core), ncdns correctly returns NXDOMAIN. However, ncdns fails to detect this case when it's connected to Electrum-NMC, and instead returns SERVFAIL.

Among other things, this causes UX problems for StemNS/ncprop279, which is designed to repeatedly retry resolution operations that resulted in SERVFAIL, while immediately giving up when NXDOMAIN is encountered.
