all these years, the Wiedemann model was using the default sumo minGap on top of the own model specific minimum standstill distance.

- outputs should record the fact that public transport was missed because of capacity limits - this data (from the prior iteration) should be used to increase the estimated travel...

i.e. those shown in the parameter dialog - segment - queue - entryTime - eventTime - blockTime

Expose interpolated meso vehicle positions

MEVehicle::getPosition() could return the interpolated position currently shown in sumo-gui - this would make fcd-output more smooth - improve traci results for vehicle.getPosition @behrisch your thoughts?

at the moment only red lights may be ignored.
