The UI could look similar to the generic-parameter-for-multiple-objects dialog. Each vClass is like a key with value 0/1 that we want to edit separately from the other keys.

devices are handled via generic params when declaring them in a route file and via options otherwise. Not sure why we would need a netedit object for this.

did you read https://sumo.dlr.de/docs/Simulation/RoadCapacity.html#further_headway_effects ? If the given parameters are not working out for you, please provide the input files you are using (all files needed to run your scenario).
we could maybe support this based on the user-defined file name extension similar to how automatic .xml.gz compression/decompression is implemented.
