Add env variable to stop logging of http cookie warnings

This allows users to set an environment variable HTTPCLIENT_LOG_HTTP_COOKIE_WARNING to "disabled" to suppress the http cookie warnings.

Seeing similar failures to https://github.com/nahi/httpclient/pull/255 don't believe they have anything to do with this PR
