I can not use it in Mac OS？

I find some issues which said this project only support running on GPU Platform。Could I assume that it must run in Windows + GPU？

No. My original code supports Linux and Mac OS. For Windows, there are some third party software such as waifu2x-caffe. waifu2x-ncnn-vulkan, waifu2x-converter-cpp and waifu2x-mac(for iOS, waifu2x-ios) supports Mac OS and CPU, I think. But you may need to compile it yourself.
