With internet not being available, workshop items no longer work.

I need to double check this is a problem, was casually reported by a user.

When starting in offline mode (not actually connected to steam) it won't load subscribed files (but can be done) because of this check: https://github.com/naelstrof/KoboldKare/blob/fbf5a71fab7a3d271e6d3b3384f9e7018da19710/Packages/com.naelstrof.modding/Scripts/SteamWorkshopModLoader.cs#L53-L58

Unsure however, how the state and such would be ensured that it finished downloading and whatnot and prevent it from attempting to continue downloads. Didn't check too far further, but can confirm that removing that check and ensuring all subscribed "started" downloads are finished before going into offline mode to avoid errors on that front allows for workshop items to be loaded.
