Is your feature request related to a problem? Please describe. I have a use case where I need to have phpVMS as a OAuth server to integrate into my other projects, including a 3rd party LMS software called Moodle.

Describe the solution you'd like Add Laravel Passport, which enables a Laravel project to become a OAuth server.
