Improve instructions to run dev environment with Docker

Descriptions

I followed through the README to setup the development environment with Docker, but it fails to boot up correctly.

Changes

  • Updated the README for instructions using Docker dev environment.
    • Remove instruction on requiring yarn. (switched toolchain)
  • Remove dependencies of docker-compose.dev.yml on docker-compose.yml.
