Make sure ranks that are in use can't be deleted and if there's 1 rank remaining it can't also be deleted

while doing the configuration I had to encounter this problem: the pilot section and the profile of the only "user" was not accessible and referred to the "500 error" page. By default the "rank" is set to "select Rank" if it is not changed by a rank this will return the error to you.
