Expense Multiplier Not Working | Pirep Finance Service (Bug Report)

Describe the bug Despite having a checkbox for it and being mentioned at docs and in relevant finance functions, multiplying expenses are not possible. (except Ground Handling Costs)

Version 7.0.0-dev+210415.61739c (not version specific, all versions are affected)

To Reproduce Steps to reproduce the behavior:

1. Go to admin / expenses, click edit one, you will see the checkbox there
2. Enable it
3. Try to set a multiplier for a subfleet (there is no field for it so try changing Ground Handling Multiplier)
4. Send a pirep or recalculate a pireps finances
5. You will see that the multiplier checkbox doing nothing

Expected behavior Well, it should enable multiplying expenses either by using Ground Handling Multiplier of subfleets or should have its own setting at subfleet/aircraft/airline layer. Seems like it is not developed or forgotten completely.
