Yes. Adrian made a PR to implement BitmapData.Draw in the WebGL renderer years ago but it was never finished.
This SWF uses an external video file. Ruffle doesn't support loading external video/audio/image assets yet.

JPEXS has added a feature to set the interpreted charset of SWFv5 (and lower) files. Just right-click the file on the left sidebar and choose "Change charset".

Ruffle does not support loading external video files yet. See #3801. Also, the video file on this page uses the H.264 codec, which is unlikely to be supported by Ruffle...
