Feature request - OpenVINO support

I do realize that this is not Topaz, but I'm wondering the feasibility of adding support and converting models into an Intel OpenVINO format, which can greatly speed up processing on CPU only machines (VPS, secondary system, etc.).

(Intel OpenVINO also works on AMD CPUs.)

With Topaz, if I'm not in a rush, I can have a VPS run an upscale via OpenVINO and have it finish in something like 3 days for a 120 minutes movie. Without OpenVINO, it would take over a week.

With Cupscale, CPU only takes about 1 day a minute! :)
