netcheck: Make icmp probes reliable

There have been reliability issues with icmp probes. We've seen some cases of the pinger getting confused about what replies it is receiving, somehow having lost state. Maybe we should get rid of the surge-ping crate and do things by hand.

As part of this we should also ensure it works fine on linux when having the right capabilities set.
