Local Tags - In search of a more human interface

This has been discussed multiple times, using full hashes is very painful for humans, so we want to improve on this. The current plan is to adopt a local pet name system of tags to allow users to name various pieces in the system.

When things are tagged, iroh will keep these around, and assume that this is important content for the user to store. If things get untagged, they can be garbage collected by iroh (which might or might not happen, dependening on configuration and needs).

Areas that should get tagging in this first round,

• [x] ~~Collections~~ HashSequences
• [ ] Documents

Peers should eventually get a similar treatment, but this is more complex so for now we should focus on content tagging.
