ci: expand with more builds

Currently needed:

  • ~~aarch64-apple-darwin~~ - done in https://github.com/n0-computer/iroh/pull/169
  • x86_64-pc-windows-gnu

Mac builds are broken again. We used a self hosted runner on CircleCI, but that means forks can leverage the infra. Might move mac builds back to GH Actions.
