Thumbnail in popup only visible when particular thumbnail is hovered

After updating to Ubuntu 24.04 (GNOME Shell 46.0 on Wayland) the popup only shows the thumbnail when the particular thumbnail is hovered by the mouse. Otherwise, it shows grey box with the workspace name:

Is it a bug, a quirk of my update path, a setting I missed, or intentional functionality? Either way, is it possible to make all the thumbnails visible when the popup is visible?

I can confirm this. It happens if "show workspace" names is enabled. If the setting is disabled, the thumbnails are shown correctly.
