The developers publish .zip file only, perhaps no public repository. We can get source code .zip file from https://www.rukovoditel.net/download.php

This is cause by django-appconf 1.0.4. Downgrading it to 1.0.3, the problem might be fixed. ``` pip install --upgrade django-appconf==1.0.3 ```
