I'm a developer, when will support other protocol parts(101, 102 ,103)?

The 101 support will be part of version 2.0. For the .NET version the 101 code is already available online: https://github.com/mz-automation/lib60870.NET. The 102/103 protocol parts will not be part of the open source version. At the moment we have available CS 103 master/slave implementations for .NET and CS 103 slave in C. Also CS102 master implementation in Java.
