Rule proposal: disallow disabling some rules

I'd like to propose a rule that would disallow disabling some specific rules. This would allow to specify some rules that always should be resolved correctly instead of just being disabled. For example it would be useful for no-fallthrough rule, since it can be resolved just by adding a comment.
