30 Play a sound effect on channel #4, and ignore operation F1 [param1=Effect ID]

NEW! Note: 0x30 is different to other "play effect" operations. Param1 is the EffectID. There is no param2 with this effect, as panning is set to centre automatically. The field option cursor uses this opcode. It's also likely used once or twice in field. The purpose of 0x30 seems to be "play effect with centre panning" - probably specifically for use with menu based sounds. But it ended up being used inconsistently regardless.
