Update house rules/help pages to reflect changes to annotation policy

We will need to update the help pages/House Rules once https://github.com/mysociety/alaveteli/issues/8552 has been completed.

https://github.com/mysociety/alaveteli/issues/8552 has now been deployed, so WDTK users are only able to annotate responses to their own requests.

@HelenWDTK are the text updates to the help pages / House Rules something you’d be able to do?
