Add link to report-a-breach form to `/cy/help/contact`

Following on from the changes made to /help/contact, once https://github.com/mysociety/whatdotheyknow-theme/pull/1775 is complete, we should reconcile /lib/views/help/contact.cy.html.erb.

This will require some minor translation work.

Translation for copy on #1775, and copy on the current version of the report-a-breach form requested. Looks like this should be back by ~11 September.
