Consider adding a reference to FOI ID requests to help page section about adding attachments to requests

Prompted by a user support email asking about adding attachments (type not stated, so it may well not be ID), I would suggest considering adding a bit of text to the help page section on attachments about FOI ID requests, reminding users that they shouldn't/might not want to upload and share a public link to their ID through WDTK.

Another user that contacted us recently (about an issue with the body's response to their request) had shared a public link to their Driving Licence, which was still active after the body had replied confirming their ID for their FOI request. The user deleted the file on being informed.
