Make TheyWorkForYou good at showing users how MPs are similar (or different) from their colleagues

First deliverable: Add 'this person voted differently from most of their colleagues' to policy pages only.

Thereafter work up the page tree towards the top level MP page adding features as we go. Deliverables on other pages include:

• a new summary box on top of MP pages (see Kate Hoey example in here https://docs.google.com/drawings/d/1MdnXHudiuQrKfrGJ_DvLhmiO00p5-iS6u9zT0p3e4CQ/edit )
• highlight unusual votes on the main body of the policy pages
• a new section at the top of the MP homepage

Remember special cases for:

• 1 person parties
• people who changed parties
• speaker
• people from parties who never vote at all
• ministers

Lots of relevent materials in #576

Tickets like #777 and #778 need us to decide this.
