Free text search under All Reports, and Your Reports

It would be great if, we could do full text searches in All Reports. For active users and also councillors filing reports on behalf of residents, who could have 100 under "Your Reports", it starts getting hard to find specific reports with the standard UI.

Use cases:

• Resident has received report from local council that problem X with reference number Y has been fixed, and would like to quickly search for that problem, as they can't remember which one it was but the reference number and details were added into FMS.
• There has been wide spread reports of problems with garbage dumping in local council, local press would like to write a story on this and would like to search and see results by category (Garbage) or free text search (garbage dumped).

The local council will have some sort of reference number like this: 0003/01/2014 on their official complaints system, which is cut and pasted in FMS for reference. Some local councils have SMS/Text ref code also that if shared allow public to get updates on current status via phone or web.

The site now includes filtering by state and category (including multiple options), and allows changing sorting order.

The admin search now uses full text search index and is quick, this code could be used somewhere in the front end if a cobrand desired it.
